He most certainly wasn't. Not with the muscle tone, the quality of the work he'd had done. So much of Arthur's contact with others was either them swooning from a feeding, or they are in combat during work. He's not used to merely having a moment to stare at another's body, at the beauty of the person before him. He appreciated it, and wouldn't try and do it slyly. That was degrading to them both.

"I appreciating you being worried about it though, considering all that you know." It wasn't the same as making sure someone was hydrated and well cared for. It was encouraging him to feed from another person, and if Eames was okay with that, it meant a lot to Arthur.
